The user mainly needs to find general information, and that is best handled as ordinary, well-written web content: clear pages, a good search, and a point of contact that sends people to the right place first time. An ordinary FAQ does not have to turn into an IT project. That is a perfectly useful answer, and you have it without having paid for a project to find out.
Assumptions behind the estimate
That the need really is information, and not an action in disguise. If an order or a lookup is hiding behind the questions, the picture changes.
What would change the answer
If the users need to look up their own details or complete an action, the estimate moves towards a self-service module.
What a discovery call would answer
Which enquiries take up the most time, and whether better content can remove them before anyone builds anything.
